NOTICE TO BIDDERS
The City of Zion will receive sealed proposals for the following project at Zion City Hall, 2828 Sheridan Road, Zion, IL 60099 until Ten O’Clock (10:00) A.M. local time on the 19th day of November 2019 for the Water Distribution System – Leak Detection Survey project. Said Bids will be publicly read aloud after 10:00 A.M. on Tuesday, November 19, 2019 in the City of Zion Council Chamber. No bid shall be withdrawn after the opening of the proposals without the consent of the City for a period of forty-five days after the scheduled time of closing bids. This project generally consists of conducting a leak detection survey of the City’s potable water distribution system in accordance with the project specifications.
All proposals shall be sealed in an envelope, addressed to the City of Zion, attention Sheryl Spooner, City Clerk. The name, address and phone number of the bidder and the name of the project shall also appear on the outside of the envelope. Proposals must be submitted on the forms provided by the Engineer.
The Bidding Documents can be downloaded from QuestCDN via the Christopher B. Burke Engineering Ltd. (CBBEL) website http://cbbel.com/bidding-info/ or at www.questcdn.com under Login using QuestCDN #6558059 for a non-refundable charge of $30.00. A QuestCDN login will be required. A hard copy of the bidding and contract documents may also be viewed at CBBEL’s offices located at 9575 W. Higgins Road, Suite 600, Rosemont, IL 60018. Contractors must purchase bid documents and be shown on the Bidder’s Planholder List in order to bid. Bids received from contractors who are not in the Bidder’s Planholder List will be rejected.
A certified check/bank draft drawn on a solvent bank, payable without condition to the City of Zion, or a bid bond in an amount not less than ten percent (5%) of the bid shall be submitted with each proposal as a guarantee that, if the proposal is accepted, a contract will be entered into and the performance of the contract is properly secured.
Contractors and Subcontractors shall conform to the “Public Works Preference Project” Act, (30 ILCS 560/1, et Seq.) The successful Bidder shall be required to pay not less than the prevailing wage rates on the Project as established by the United States Department of Labor and the State of Illinois Department of Labor.
Bids will only be received from qualified companies. The right is reserved to reject any or all proposals, to waive technicalities, to postpone the bid opening, or to advertise for new proposals, if in the judgment of the City their best interests will be promoted thereby.
